Except as otherwise provided on individual Web Rate Pages (TLIs), all
shipments moving in operating Refrigerated Containers on the rates
named in this Tariff Rate Section FROM/THRU Los Angeles or Oakland, CA
or Seattle, WA TO & THRU the Ports and Points in Central America named
below are SBJ to the GENERAL RATE INCREASE (GRI) as provided below,
which charge shall be in addition to all other applicable charges.
     
a. On shipments moving in operating Refrigerated Containers, via
    All-Water Service FROM Los Angeles or Oakland, CA, or Seattle, WA:
  
 1. TO/THRU Ports and Points in the Countries listed below, when moving
     TO/THRU Ports on the West Coast of the named Countries, the GRI
     applicable on LCL shipments will be:
