When Rates, Charges, Rules, Provisions or Accessorial
Charges named in this Tariff Section are SBJ to this Rule,
such Rate, Charge, Rule, Provision, or Accessorial Charge
shall apply ONLY on proportional shipments (See Rule 28)
having a immediately prior or subsequent transportation
movement (via any mode) from or to a specifically named
port, point or location group.  Proportional Rates,
Charges, Rules, Provisions and Accessorial Charges are
SBJ to the following restrictions:
    
a. Proportional Provisions will be published to apply ONLY
   on shipments having movement from or to the port, point,
   or location group that has been specifically named
   within the provision SBJ to the proportional
   restriction.  
   
b. Proportional Provisions cannot be applied to shipments
   not having the specified immediate prior or subsequent
   transportation movement, regardless of whether or not
   there is an open application Provision.
    
c. When both Proportional Provisions and open application
   Provisions are published to apply on the same commodity
   moving from and to the same ports, points or location
   groups, the Proportional Provision will apply, when
   applicable, regardless of the Shipper, Consignee, or
   such party's intentions or whether the Proportional
   Provisions result in higher or lower overall costs to
   such party.
